The Federation of Associations of Restaurateurs in Cyprus is a member of:
 
1) Department of Labour Relations
The Department of Labour Relations is responsible for implementing the Government's policy in the area of industrial relations. In particular, the Department is responsible for safeguarding and maintaining industrial peace and healthy conditions in the area of industrial relations, with a view to achieving social cohesion, productivity in work, the establishment of democratic practices and the achievement of socio-economic progress.

The Department is responsible, among others, for the following:
  • the prevention and settlement of industrial disputes, including the provision of assistance to enterprises for the development and effective functioning of mechanisms for collective bargaining, mutual agreements, and the settlement of personal complaints,
  • the safeguarding of trade unionism freedoms, including the right to organise,
  • the promotion of collective bargaining as the basic method for determining terms and conditions of employment, the encouragement for the creation and maintenance of strong employers' and workers' organisations and the achievement of balanced power in the economy,
  • the protection of vulnerable groups of workers (with emphasis on non-unionized employees), mainly due to their weak bargaining power, through the determination by Law of minimum terms and conditions of employment,
  • the promotion and enforcement of Labour Law, that has created a new legal framework for the protection of employees' rights and determines minimum labour standards,
  • the enforcement, monitoring and inspection of the application of the harmonized labour legislation,
  • the effective application of the Agreement on the procedure for the settlement of labour disputes in Essential Services, which is an extension of the Industrial Relations Code,
  • the provision of special services to the Hotel and Catering Industry, which includes the enforcement of the relevant Law pertaining to the terms of service,
  • the promotion of the principle of equal treatment between employees, with special emphasis on the principle of equal pay between men and women, and
  • the enforcement of the Trade Union Laws, including the registration and supervision of employees and employers organisations.
 
2)  Committee for the Conditions of Service in Catering Establishments

1.1 Establishment
The Committee for the Conditions of Service in Catering Establishments was established by virtue of Article 3 of the Catering Employees (Conditions of Service) Laws 1968 to 2002. The Committee is a permanent Tripartite Committee, and is responsible for the application and enforcement of the abovementioned Regulations.

The Director of the Department of Labour Relations presides over the Committee, representing the Director General of the Ministry of Labour and Social Insurance, who's responsibilities are to ensure the enforcement of the Committee's decisions.

1.2. Members of the Committee
The members of the Committee are defined by Article 3, of the Catering Employees (Conditions of Service) Laws of 1968 to 2002 and are the following:
  • The Director General of the Ministry of Labour and Social Insurance, or his/her representative, as President.
  • The Director General of the Cyprus Tourism Organisation, or his/her representative.
  • Two persons, appointed by the Minister of Labour and Social Insurance, after consultation with any interested representative employers organisation, or if such organisation does not exist, two employers appointed by the Minister.
  • Two persons, appointed by the Minister after consultation with any representative workers΄ organisation.

The members of the Committee are appointed after consultation with their organisation and their term of office lasts for 3 years.


1.3. Powers and Duties of the Committee
The main duties of the Committee are to ensure for the application and enforcement of the provisions of the Legislation regarding Catering Employees.

The Committee examines complaints and has the power to ensure that any offenders are prosecuted.
  • The Committee is responsible for the enforcement of the provisions of the Law and the Regulations and ensures that offenders are prosecuted.
  • The Committee has the power to issue permanent orders and instructions with a view to ensuring the smooth and effective application and operation of the provisions of the Law and the Regulations.
  • Provided that any instructions of the Attorney General of the Republic are being met, the Committee, through its President, may prosecute any offender who violates the Law or the Regulations. The Republic undertakes to pay any expenses arising from such prosecution.
The Committee may issue internal regulations that govern its operation
Analytically, the Committee’s terms of reference are as follows:
  • The Committee is responsible for the enforcement of the provisions of the Law and the Regulations and ensures that offenders are prosecuted.

 Employers and Industrialists Federation Minimize

Our Federation is a member of Cyprus Employers and Industrialists Federation (OEB), a pancyprian independent organisation.

OEB is comprising of 53 of the main professional / sectoral associations as well as hundreds of companies from the Manufacturing, Services, Commercial, Construction and Agricultural Sectors.

 

 


  

 Trade Unions Minimize
The Service's mission is to ensure the enforcement and implementation of the Trade Union Laws of 1965 to 1996, and the relevant Regulations issued by virtue of this Law. In general, the Trade Union Registrar's Service has amongst its main goals the development and efficient operation of the trade union movement in Cyprus. In detail the Service is responsible, amongst others, for:
  • Overseeing the enforcement of the provisions of the Law and Regulations by trade unions.
  • Providing guidance and advice to trade unions with respect to their efficient organisation and functioning.
  • Provides information and advice to employees' organisations and to the public in general, with respect to the rights and obligations of trade unions.
  • Undertakes to examine charges/complaints referring to infringements of the Trade Unions Law and its Regulations, and undertakes to proceed with the necessary remedial measures provided for by the Law.
  • Examines and deals with internal trade union problems and provides advice for resolving them.
  • Gathers and analyses statistical information dealing with trade union organisations.
  • Manages a database of registered trade union organisations, according to the provisions of the Trade Union Laws.
 

  

 European Office Minimize

In June 2004, the University of Cyprus inaugurated the operations of the European Collaboration Office in Brussels. In 2006, the European Collaboration Office was transformed into a non-profit Institution, named the European Office of Cyprus (EOC), having its headquarters in Nicosia. The member organisations include Cypriot universities, government and semi government services, and private enterprises. One of them is also our Federation.

The vision and mission of the Office is the strengthening and promotion of the participation of its member organisations in European programs in research, education and culture, while ensuring a prompt and valid briefing regarding the European policies.
